[Request] Make "seafile-ignore.txt" a configurable filename

I use Linux and it would make a cleaner experience to make `seafile-ignore.txt` invisible.
The easiset way to accomplish this in Linux is changing the fileneme to `.seafile-ignore`. Hence, it would be convinient to be able to rename this file and setup the new name in the client UI.
