Redirect deprecated rule URLs to deprecated page

Had a report on The Guild website repo of a broken link.

It could be helpful to put in redirects for rules that got deprecated, given we do have a page for deprecated rules, and the number is small.

For example, /graphql/eslint/rules/require-id-when-available should redirect to /graphql/eslint/rules/deprecated-rules#require-id-when-available.

Closing the other Issue in favour of this new one.
