Turning off HTTPSB must also result in rules being cleared in Chromium #74

Description
Turning off HTTPSB means completely relinquishing control as if extension wasn't present, so the two sole javascript rules declared by HTTPSB in Chromium must be cleared when extension is turned off, and re-added when extension is turned on.
