Why does Google.Apis have a dependency on log4net when targeting .NET45?

The dependency isn't required for .NETStandard, so it shouldn't be required for .NET45.

This should be removed.

I have always wondered why we even still have Log4Net, I assume there is a reason.

#890 is now merged, but will not be available on nuget until we perform our next release. We don't have a regular release schedule, but I expect it'll be in early January.
Please leave this issue open until then.

• TODO: Remove the log4net package dependency from the generated libraries. Code change required in packages.config.tmpl.

v1.21.0 now released that has removed the log4net dependency.
