Re-enable triggered publisher tests

🦟 Bug fix

• Test had been disabled in Bumps in garden: use ign-math7 and dependents #1264
• Tests should pass now that Fix parsing 'type' attibutes in plugins sdformat#809 is merged

Summary

The tests should pass now that the SDFormat issue has been fixed upstream.
