[upgrade testing epic] Support running SecureDrop tests against locally installed upgraded version

Part of epic #3018

#3075 deals with building Vagrant boxes for testing an upgrade. It does not yet install all required dependencies for running the test suite, or support parsing test result data.

User Stories

As a developer, I want to be able to run the full test suite after testing the upgrade process itself.
