Thanks @conorsch . In lieu of build logs, I've compared that the sha256sum of the package you submitted is the same obtained in a local build. We should capture build logs for the production artifact for posterity.

Description of changes
Adds new metapackage version, see freedomofpress/securedrop-builder#179 for details. It's important to confirm that this version outranks the prior version so that automatic upgrades will pull it in. See example commands in freedomofpress/securedrop-workstation#590 (comment) and make sure the changes here match.

I did not submit build logs for this package, since it's dev-only. Will rebuild prior to submitting to prod repo.
