Expected behavior

pkgs and toolchain should be present

Have you check the url I provided ? Is it ok that pkgs and toolchain are missing ?

we completely switched to container image based sdks, and those folders do not get published any more as they are not used by the container based sdk. So this is intentional.

Can you clarify how you are "unable to use sdk"?
