Rename package tag refactoring breaks when there already existed a tag that no longer contains a class

Create a class A in 'Bla-Bla'.
Create a class B in 'Bla-Blaa'.
Remove class A.
In the package hierarchy now the tag 'Bla' disappears.
Try to rename tag 'Blaa' to 'Bla' using the rename tag refactoring.
