[QMS] Set Up Static Questions

Assembled Story:
As an Admin/Trainer
I want an ability to define a question/answer for the workshop
So that to make competition consistent

Acceptance Criteria:
AC-1:
GIVEN: Workshop created in the system
AND: User adding a new question (see US #23 )
WHEN: Question type specified is STATIC
THEN: System provides an ability to add a simple question with the predefined answer

EXAMPLE:

• Question Type: Static
• Question: What is the capital of Ukraine?
• Answer: Kyiv
• Question Value: 5

AC-2:
GIVEN: Add new question form
AND: All required fields specified
WHEN: User submits the form
THEN: System DO NOT validate answer provided
AND: data provided stored on DB
AND: the new question to be added for the training assigned
