Add checker for unused and undeclared dependencies

Unused dependencies add extra security concerns, increase image size and build time.
Undeclared dependencies are not pinned, so unpredictable behavior is highly possible
Suggested solution is FawltyDeps pre-commit hooks and CI checks.
