geth --nousb still uses USB

I expect --nousb to completely disable all USB communication

Geth version: 1.6.7
OS & Version: Windows/Linux/OSX

Expected behaviour

No usb device enumeration

Actual behaviour

Usb device enumeration :(

Steps to reproduce the behaviour

geth --nousb

This seems a bit odd because with --nousb set, we don't even initialize the hubs that scan for devices https://github.com/ethereum/go-ethereum/blob/master/node/config.go#L395.

How do you know the enumeration is still going?

@karalabe I run strace geth --nousb --help and see tons of calls to open() on usb devices.
Also tried to work around #15100 by using --nousb but still crashes.
