blockhash is not reflected in prestate

If I want to debug a transaction that uses the BLOCKHASH instruction, we'd need to include data for that in the prestate

Actually... it may be possible to squeeze in a parent hash in the genesis/prestate: https://github.com/ethereum/go-ethereum/blob/master/core/genesis.go#L61 . But you won't be able to get arbitrary blockhash :/
