Fix broken link to Optimism dapps portal

Replaced the outdated Optimism dapps portal link (https://www.optimism.io/apps) with the current official portal (https://community.optimism.io/) in the Turkish translation file for adding Layer 2s. This ensures users are directed to the correct resource for exploring dapps on Optimism.

Hey @MozirDmitriy, thanks for dropping this! Couple things..

Are we sure this is a link we'd want to change? The existing app doesn't appear to be geared towards users anymore, more builders.. but the replacement link doesn't seem to get me to a list of applications either.

And a housekeeping note: All changes like this would start with the English version... those changes get uploaded to Crowdin where we manage all the translated versions.. if we don't tell Crowdin, these changes end up being reverted when those get synced each month.

If we want to go with this, we should just revert this change and update instead in the public/content/contributing/adding-layer-2s/index.md file. Would be great to find an even better app portal to link to though instead.
