Incorporates balance based churn computation introduced in Electra:EIP7251 into WS period computation.
Note that the computation is significantly simplified because top-ups have become a part of the activation churn which was not the case before Electra. Thus, the computation is simplified down to applying the main formula from the WS paper without making top-ups a special case.
