Room spontaneously became non-E2EE#3504

Just had a panicked bug report for someone who was in an E2EE DM between Riot/Android and Riot/Web. After restarting Riot/Android the room became no longer E2EE, and they started sending unencrypted msgs. Will attach rageshakes.
