This will drastically reduce the size of the values for simple setups relying on cert-manager.

Can charts/matrix-stack/ci/test-cluster-mixin.yaml be updated to use certManager.clusterIssuer: ess-selfsigned and the Certificate constructed in setup_test_cluster.sh be deleted
