Although this is only possible by sending a custom event.

This is technically against the spec so I'm not sure why it should be supported:

The fix here might be just to not render it at all:

Rich replies may reference any other m.room.message event

No, the spec should be fixed. I don't get why there are so many dumb arbitrary limitations in the spec

The limitations on the spec are due to fallback support only.

That's a valid (but still dumb) excuse for preventing replying with images and such, but not for preventing replies to state events. The fallback can simply say "In reply to [...] zabot set a profile picture"

I completely agree, I was working to a very tight specification and it hurt me to kneecap it as such
