Set up rudimentary Windows builds

We've recently had a build breakage on Windows (fixed with #26069) that was brought to our attention by a community member. We should ideally have a way to notice such breakages automatically but none of our regular workflows appear to currently run on Windows. A nightly run of tests on a Windows runner might be sufficient to address this.
