Behaviour of hover and active states needs to change

Steps to reproduce

1. When a formatting icon is selected, the state doesn't change until the hover moves off the icon
2. The formatting icon should change from the hover to the active state as soon as it's selected
3. Also, when the cursor hovers back over the active state, it shouldn't change to hover unless it's selected

I'll add a video to show the ideal behaviour
