wrong assignment of a stateless event when hidden events are activated #22790

Steps to reproduce

Just a little really low prio bug when you use hidden events (i love them, pls don't kill this option):

  1. Write a message
  2. edit a messages
  3. Create a Wrong Server ACL event (via the send custom timeline event)
  4. edit a message

Outcome

What did you expect?

Not showing in the Summary, that the Server ACLs was changed.

What happened instead?

It will show in the Summary that the Server ACLs was changed

(Which is not the case, because for changing the Server ACLs it has to be a state event)
I suppose this summary is wrong for every state event which is send as stateless event.
