Widgets have options `...` button even if you have no management rights leading to broken popup

Steps to reproduce

1. go to a room that has a widget and you have no permission to modify widgets
2. go to right panel room info tab
3. click ... Options button on a widget
4. it is now stuck in a weird state, e.g. hovering on stuff isn't working anymore
5. click again to get back to normal state
