What is the problem: Cannot find other users
Who is affected: Client using dendrite with pinecone.
How is this bug manifesting: Cannot find other users.
When did this first appear: After upgrading v0.9.2

Steps to reproduce

Prepare 2 dendrite servers are connected to each other with pinecone under a sub-net
Check dendrite servers connection.
Prepare 2 android element clients and log into each dendrite server.
Try to send a DM by searching and add the other user.
Cannot find other user.
