Outline-Pane with drag'n drop

Please provide drag and drop for moving methods of (ts, tsx, js, jsx, css files) in the "Outline"-pane of the generic editor.

This would need to be implemented in LSP4E, and would be most likely not a good implementation as "move" refactoring is a more complex operation to assume LSP4E can handle that just by moving ranges of text here and there.
