Epic: FEO buildable & existing tests runnable

• Repository based on repository template existing (Bazel build infrastructure, CI, README, gitlint, unit testing).
• Pre-existing source code (no adjustment to coding guidelines needed) buildable.
• Pre-existing unit tests buildable and successful.
