[23030] Fix oss-fuzz XMLParserTest over wstring_builder being nullptr

Description

This PR fix a crash error on XMLDynamicParser.cpp due to wstring_builder being created as nullptr because of a bound=0 and no case declare for it, by handling a log error and return on this scenario.
