[Feature] Provincial Testing

Would it be possible to do a diagnoses by test graph for each province. There is a unequal distribution which provinces are running active screening in communities. The current data give the impression that the Western Cape has a lot more positive cases, which is true, but it would be useful to see how many cases per patient screen broken down into provinces
