Ctrl+C on a `dnx`-invoked tool shows an unescapable Windows Batch termination dialog

We invoke .exe in multi-RID packages by wrapping them in a batch script, but that means when you Ctrl+c to terminate the command, you get the following output all the time:

Terminate batch job (Y/N)

That's very unattractive.

We should have a way to invoke the tools that doesn't clutter the terminal.

In microsoft/terminal#217, there was an idea to make cmd.exe recognise an option in SETLOCAL that would disable the "Terminate batch job (Y/N)" prompt, but I don't think it has made progress.

@KalleOlaviNiemitalo Thanks for the link. I've got a pull request to fix this but it adds a 1.5 MB executable shim. The other alternative would be to add a powershell script which would fix this issue from powershell but not cmd.
