Consider Windows Server 2022 samples images only

Windows container compatibility should be part of our samples story. It enables us to produce fewer artifacts and to test the compatibility feature. It also puts us in more alignment with Linux where we rely on kernel/user compat all the time.

Changes from #6515 have not been published yet. If we want to avoid publishing -ltsc2025 tags, we could revert the manifest changes now.
