Refactor to use Terrafrom Module Library

This PR does the following:

• Reorganizes the repo in way we can use it for multiple reference architectures
• Creates the first reference architecture, a simple globally load balanced web site utilizing newly published resource modules part of our Terraform Module Library
• Adds testing workflows to be used for reference arch PRs

Still to be done in future PRs:

• Scheduled test deployments to validate the reference architcutre and related Terraform is still valid
• CONTRIBUTE.md on how to contribute future reference architectures
