Why I did it
When LLDP is disabled through feature command, it gets spawned after reboot.
How I did it
Removed automatic lldp start in syncd.sh. LLDP will be spawned by hostcfgd based on feature status.
How to verify it
Disable LLDP feature. Reboot and verify it is disabled.
