Requires #592 #584

#584 is adding a new SDiff algorithm that shouldn't swing ticket prices as violently as it does now. This is a hardfork and therefore needs to be made into an agenda and voted in.

multi: add LN support and new SDiff algorithm agendas.

Add agendas to obtain feedback from the community to determine:
- If it wants to add LN support.
- If it supports the new SDiff algorithm.

Bump block version.
