Don't generate empty sections for numpydoc

I just ran pyment over a project where I applied numpydoc before. It generated a lot of

    Returns
    -------------
    (nothing here!)

sections. Those provide no value and should not be generated. At least there should be a configuration option to not do that. Same with `Parameters` if there are not parameters.
