BREAKING CHANGE: Remove support for TypeScript 4

Remove support for Typescript 4 inside E2E and CT testing. Cypress' minimum support will be Typescript 5

Why is this needed?

Typescript 4 has not released in over 2 years and makes up about a 7th of the total TypesScript downloads. It no longer makes sense to maintain support for Typescript 4

The work for this is done and will be released in Cypress 15. We'll add a comment here once Cypress 15 is released.
