Remove fallback polyfills in webpack-batteries-included-preprocessor

A security vulnerability was introduced in elliptic which is used transitively in @cypress/webpack-batteries-included-preprocessor. One way that we could resolve this (though it would be breaking), would be to stop providing those polyfills automatically for people. We could also look at other less commonly used polyfills to remove as well.
