Adds a workflow using the new ubuntu-24.04-arm runner, cross-compiled from ubuntu-24.04. This will enable AArch64 CI in forks for the first time ever.

GitHub-hosted AArch64 runners are still in a public preview status. I'm not sure how stable it is. But they say it's subject to change and might experience service availability issues.

Since we have the aarch64-linux target covered on our self-hosted runners via runs-on, do we need this immediately? Does enabling CI to run in forks provide any major benefit?

I suppose it doesn't hurt.
We can review the duplication between GHA runner and runs-on later.
