Updates the following libraries:

  • Boehm GC: 8.2.6 -> 8.2.8
  • PCRE2: 10.43 -> 10.45
  • GNU libiconv: 1.17 -> 1.18
  • libffi: 3.4.6 -> 3.4.7
  • libxml2: 2.12.5 -> 2.13.6
  • OpenSSL: 3.1.0 -> 3.4.1
  • LLVM: 18.1.1 -> 19.1.7 (this is not 20.1.0 as there is an LLVM regression)
