Ability to specify an edition when installing a plugin from CLI

For plugins with editions such as Freeform, when a user installs the plugin via CLI, they automatically get the lowest edition installed.

If things are going to be automatic, I don't think this approach is always best and can be confusing.

In a perfect world, an admin should be able to choose the edition they want enabled when they install the plugin. They can do it from the CP, so they should be able to do it from CLI as well.

Perhaps something like this if the plugin has editions:

php craft plugin/install freeform pro

And/or running the following will trigger a prompt asking for which edition to set if the plugin has editions:

php craft plugin/install freeform
