What this PR does:
In #5489, we added a new shuffle sharding strategy to ensure consistency when zone aware.
We claimed to make this the default in release 1.17 and remove the old option in release 1.18.
Since we missed it last release, we make it the default in the upcoming 1.18 release and remove the old algorithm in release 1.19
