querier can not de-register itself from query-frontend when normal shutdown

Describe the bug
After we deploy #3901, we saw the querier can not de-register itself from query-frontend and we are rely on query_forget_delay to reshard

Environment:

• Infrastructure: AWS EKS
• Deployment tool: helm
