Made a small go wrapper to enable using libkrun without krunkit

Not sure if you want to include this (or similar) in the upstream project...

Or if it is better off downstream somewhere, then it could find hosting.

Currently Lima is using CLI when using the QEMU driver. (qemu-system)

But API when using the Vz driver, instead of a CLI wrapper like "vfkit".

In krunkit there is no "library" for the C wrapper, but it is inlined downstream:

I did not include explicit "efi", since it is only available on macOS and not on Linux yet.

And I only included "sev", because I got some linker errors when not using libkrun-sev

i.e. krun_set_tee_config_file

separated two other functions

Added "efi" too, and moved:

krun_get_shutdown_eventfd

Nice! This is going to be very useful. I think it's better keeping it in its own repository, but once ready we should definitely link to it from libkrun's README.md.

I don't want to keep hosting and updating this wrapper from my own github account, so will move it to an organization before fixing the go.mod...

Note: It also needs a patched version of h12.io/cwrap (https://github.com/afbjorklund/go-cwrap), due the library's use of C99 "stdbool" (instead of int)
