In an effort to modernize this project and align it with other innovations, I plan to adopt the skeleton at jaraco/skeleton.

Rather than do it in one merge, I'm going to first make some adaptations directly to this project to make it easier to absorb the skeleton. I'll be making some commits unilaterally, but please don't hesitate to ask questions or challenge my actions. Nothing's permanent.

The failing docs build is a known issue, fixed once jaraco.packaging 9.7.1 is available.
