Bucket versioning is always enabled

Describe the Bug

No way to create buckets with disabled versioning. Buckets created with enabled versioning in "Suspended" mode, that nowhere near the same as Disabled.

Buckets created with disabled versioning

Create a bucket with versioning_enabled = false

Versioning cannot be disabled once it's set on a bucket. It can only be suspended.

Sure, yet initial issue was about newly created S3 buckets with set versioning to disabled were actually created as versioned buckets in suspended mode, surprise!
