Chef Automate drop down needs refactoring

User Story

As per the latest UX recommendations, the drop down list in Chef Automate needs to be revamped and modified.
This requires us to modify the code to use the components from Chef-ui-library and also may require us to make some more CSS changes.

An example of it can be seen here in the constraints tab for create environment:

Definition of Done

Start automate
Go through all the tabs
All the drop downs should look similar to the one provided as an example.
