Can't delete last token in the table

Describe the bug

I cannot delete the last token in the table. The last option in the control menu is cut off. This is not a problem on any of the other auth pages since they all only have one control menu option.

Workaround

Use your keyboard arrows to navigate the menu and then use the <enter> key to select delete.

To Reproduce

Navigate to https://a2-iamv2p1-local-inplace-upgrade-acceptance.cd.chef.co/settings/tokens

• try to delete token zeta

You can also repro locally.

• start up Automate UI
• create at least 20 tokens
• try to delete the last token in the table on /settings/tokens page

Expected behavior

The control menu should have enough space to completely open at the bottom of the page.

hmm, that menu should prolly be displayed above instead of below when it causes it to go off screen like that. @SEAjamieD thoughts? also, no urgency here.

hmmm...thats not cool. I agree that should be flipped up instead of down when its near the edge and i'm kinda shocked it doesn't do that already by default. I'll look into it when i get some time 👍 Thanks for pointing that out

Re-opening, because this functionality was broken again by changes in PR #4178 (Prevent ellipsis-ing of control menu text).
