frontend: fix tooltip on canonical status within the alignment metadata panel

The current tooltip for the canonical status field of the alignment metadata panel is incorrect. (see screenshot)

In addition, the term "Canonical Status" should be replaced with "Portal Standard Status." This is addressed in a separate PR (@melissawm correct me if I am wrong)

It should be updated to: "Portal Standard: Standardized alignment used to reconstruct a tomogram ensuring a consistent format and coordinate space across the Portal."
