Remove use of `@cgrindel_bazel_starlib//bzlmod:enabled`

Now that we do not support WORKSPACE loading, we can move away from this check.

grpc_example fails with the following error if cgrindel_bazel_starlib is not loaded.

ERROR: Skipping '@cgrindel_bazel_starlib//bzlmod:enabled': No repository visible as '@cgrindel_bazel_starlib' from main repository
