Context

Slack thread

Problem

We're getting a lot of PRs in celestia-app and celestia-core that are low impact and seem like airdrop farmers

Proposal

Update contribution guidelines to state that PRs may be closed if they're low impact and seem like airdrop farmers. See libp2p/go-libp2p#3134

Is https://github.com/celestiaorg/.github/blob/main/CONTRIBUTING.md supposed to be an org-wide contributing guide? Or specific to that repo?
