Improve the CHANGELOG.md placeholder before broader deployment

Problem description

Current version of CHANGELOG.md merged in #28 is minimal and does not use the opportunity to transport more information about the release process.

Possible evolution

Extend the content along the following proposals (originally posted by @tanjadegroot in #28 (comment)):

• Should we add the pointer to an example ? e.g.: A good example usage of the template is the the following: QualityOnDemand/CHANGELOG.md.
• Should we add a line to the Wiki for more information:
• And/or should add a link to release process on wiki ? e.g.: https://lf-camaraproject.atlassian.net/wiki/x/jine or in GitHub: https://github.com/camaraproject/ReleaseManagement/blob/main/documentation/API_Release_Guidelines.md
