Positive Attention value in Rewards Panel despite minimum page time requirement not being met

Steps to Reproduce

1. Clean profile
2. Enable rewards
3. Go to interia.pl and wait till the page is added to a-c table
4. Change Minimum page time before logging a visit to 1 minute
5. Go to Interia.pl
6. Open Rewards Panel

@NejcZdovc interia.pl is not in a-c table as expected. The a-c table is empty as expected. It is only problem with Rewards Panel.

Update. When setting min time to 1 min, publisher stays in ac list until refresh:
rewards_service_impl.cc(2885)] Problem saving normalized publishers in SaveNormalizedPublisherList
